FBI identifies suspect in 1996 murder of St. Cloud woman

RICHMOND, VIRGINIA (WJON News) – 28 years later, the FBI says it has identified the killer of a St. Cloud woman.

She announced Thursday A suspect was charged with the murders of Julianne “Julie” Williams And Laura “Lollie” Winans in Shenandoah National Park, Virginia, in May 1996.

They were at their campsite near Skyland Resort on May 24, 1996. Family members called the National Park Service after they did not return home as planned. Their bodies were found on June 1, 1996.

In 2021, a new FBI investigative team in Richmond was assigned to the case. Recently, a private laboratory successfully extracted DNA from several pieces of evidence and found a positive match with Walter Leo Jackson Sr.Jackson was a convicted serial rapist, originally from Cleveland, Ohio.

Attorney of the United States Christopher Kavanaugh says,

“After 28 years, we can now say who committed the brutal murders of Lollie Winans and Julie Williams. I would like to once again express my condolences to the families and hope that today’s announcement provides some comfort.”

Jackson died in prison in Ohio in 2018.

The Julianne Williams Fund was established to honor the life of Julianne Marie Williams, who passed away in 1996 at the age of 24. The second daughter of Tom and Patsy’s four children, Julie grew up in St. Cloud and graduated from Cathedral High School in 1990.
